What counts as an “abnormal load”
Abnormal (oversize/overweight) loads are those that exceed the legal dimension or mass limits for normal road movement — length, width, height or axle loads — and therefore require an exemption/abnormal-load permit and special safety measures.
Permits & who issues them
Abnormal-load permits for Namibia are handled via the Roads Authority (permits section), where operators must submit a completed application and supporting documents (vehicle registration, operator cards, route details, etc.). The Roads Authority provides downloadable abnormal-load application forms and guidance.
The Road Fund Administration and official permit conditions set out additional administrative fees and rules tied to overweight/abnormal movements. These rules may include mass-distance charges or additional permit fees.
Escort, pilot cars & police requirements
Permit conditions often require pilot/pilot-car escorts and — for certain loads — police escorts. For example, standard conditions can require front and rear escorts, height gauges on pilot vehicles, and restrictions on travel times or urban peak hours to reduce congestion. We always confirm the exact escort requirements for each permit application.
